The purpose of this blog is to keep you updated on the development of proposals to develop an Energy from Waste facility. Over the coming weeks and months I will be providing updates on the latest news and answers to questions that you might have. Where possible I have provided links to other resources you might find useful.

May 2010 – Contractor Announced for Project W2R

As you will know, the Project W2R team at Staffordshire County Council have been developing proposals for an Energy from Waste facility at Four Ashes Industrial Estate over the last three years.

It all started in 2007 when the council launched its ‘Zero Waste to Landfill’ strategy. The clear aim of the plan is to maximise recycling and then recover energy from left over residual waste. As part of this strategy, the council proposed an Energy from Waste facility in the south of the county to recover energy from household waste that cannot be recycled.

In July 2008, central government awarded Staffordshire £122.4m of Private Finance Initiative (PFI) funding, which meant the council could work in partnership with the private sector to build and operate the Energy from Waste facility. In August 2008, the council invited private companies to submit proposals to build and operate the facility. This marked the start of a long and rigorous assessment and selection process that has at last, come to an end today.

After looking very closely at the proposals, we can announce that Veolia ES Aurora has been confirmed as the 'preferred bidder' to build and operate the facility at Four Ashes. Veolia is one of the world’s leading providers of waste management services and has offered Staffordshire the best solution on economic, environmental and technical grounds.

Once the decision has been legally confirmed, Veolia will sign a contract for 25 years that will save Staffordshire tax payers over £250 million, depending on future electricity prices, against the alternative of continuing to landfill household waste.

Equally important is environmental performance. Veolia have provided detailed and reliable evidence of their excellent technical and environmental credentials. They have met the highest standards and won the contract in the face of some of the best in the business from around the world.
